У статті розглянуто теоретико-концептуальні основи функціонування інноваційних кластерів у сфері інформаційних технологій. Зокрема, розкрито сутність інноваційних кластерів та їхню роль у розвитку інноваційного середовища, проаналізовано механізм взаємодії учасників кластерів, моделі фінансування та управління інноваційних кластерів у сфері ІТ. Проведено аналіз особливостей інноваційного розвитку та специфіки ІТ-сектору. Окреслено основні чинники, що впливають на розвиток кластерів, та механізми їхньої підтримки. Розглянуто приклади успішних ІТ-кластерів та встановлено, що сучасний розвиток інформаційних технологій впливає на всі аспекти економічного та соціального життя, тому особливої уваги потребує створення та функціонування інноваційних кластерів, які стають двигуном економічного зростання, сприяють підвищенню конкурентоспроможності регіонів та країн, а також забезпечують умови для впровадження інноваційних рішень у різних сферах. Доведено, що інформаційні технології є одним із найбільш динамічних секторів економіки, який має високий потенціал для інновацій, де створення кластерів сприяє об’єднанню компаній, наукових установ та державних структур для прискорення інноваційних процесів. Визначено, що створення успішних ІТкластерів вимагає не тільки ефективної взаємодії між учасниками, але й належної державної підтримки, розвиненої інфраструктури та доступу до фінансування. Доведено, що теоретико-концептуальна основа функціонування інноваційних кластерів у сфері інформаційних технологій передбачає як формування, так і розвиток інноваційних кластерів у сфері ІТ, що потребує активної участі з боку держави, наукових установ та бізнесу. Запропоновано формування ІТ-кластерів включаючи концентрацію людських ресурсів, розвинену інфраструктуру, державну підтримку та інноваційну культуру
